Private Flyers
Beginning May 18, 2009, private aircraft pilots must adhere to the requirements of the Advance Information on Private Aircraft Arriving and Departing the United States Final Rule.

Based on feedback from eAPIS users, eAPIS enhancements have been implemented which will allow the user to access previously submitted manifests. These manifests can be used as templates to submit new manifests or saved for future use.

On February 23, 2010, Department of Homeland Security (DHS) Secretary Janet Napolitano and U.S. Ambassador to Ireland Daniel M. Rooney formally announced the expansion of preclearance services for private aircraft departing Ireland’s Shannon Airport for the United States beginning March 1, 2010. This guide provides information on preclearance procedures and was updated on August 31, 2010.

Airports where CBP Inspection Services are normally available for private aircraft arrivals (that have not been precleared in Shannon, Ireland) can be found in this list. Arrivals at these airports are subject to different operational hours and operational requirements (e.g., Landing Rights, Overflight Exemptions, Permission to Land, etc.) therefore; pilots should contact the CBP airport of arrival directly to confirm local operating procedures and requirements that may affect the flight.

The Advance Information on Private Aircraft Arriving and Departing the United States Final Rule requires that pilots of private aircraft (or their designees) transmit notices of arrival and/or departure and traveler manifest information to CBP electronically a minimum of 60 minutes prior to departure through eAPIS or another CBP-approved electronic data interchange system.
